What it accounts for
The usable length is the finished length minus the clasp allowance.
Each bead occupies its diameter plus the gap, so the count divides one by the other.

Getting a better number
Round beads string predictably; irregular, faceted or large-hole beads need more slack. String a short test length first, then treat the count as an approximate estimate, not a quote.
